Currently it is the oldest district of the historic center of Ragusa, also called only Ibla or, in Ragusan dialect, Iusu (or the lower Ragusa, to distinguish it from the upper one). It is located in the eastern part of the city, on a hill that goes from 385 to 440 m a.s.l.
After the earthquake of 1693, the city of ancient Ragusa was rebuilt by implementing construction sites that produced works, buildings and monuments of late Baroque style. It contains 14 of the 18 monuments of the city of Ragusa today registered in the world heritage.
The ancient city contains over fifty churches and numerous Baroque style buildings. In the easternmost part, there is the Hyblaean Garden and there are also the excavations of an ancient city that according to various historians would be identifiable with the Hybla Heraia.
In 1866 the district was administratively detached from the rest of the city, becoming an autonomous municipality with the name of Ragusa Inferiore, a name it kept until 1922 when it was changed to Ragusa Ibla [2]. In 1927, on the occasion of the elevation to the provincial capital of the city of Ragusa, the two municipalities were reunited. [3].

The discovery of the villa is due to Gino Vinicio Gentili, who in 1950 undertook to explore it following the reports of the locals. Based mainly on the style of the mosaics, the discoverer initially dated the layout of the sumptuous house - built on an older farm - not before the middle of the fourth century; later the same scholar assigned the villa to the Tetrarchic age (285-305). According to Ranuccio Bianchi Bandinelli, the villa dates back to the first twenty-five years of the fourth century.
The examinations on the walls have dated the villa and the mosaics themselves to a succession of times ranging from approximately 320 to 370.
